The overall objective of the Project is to To support the Government of the Republic of Moldova in implementation of the reform agenda in the context of EU integration. The purpose of this contract is as follows:
- To build the capacity of State Chancellery for technical leadership in the identification, preparation and implementation of activities funded by external assistance.
- To support the Programme Administration Office (PAO) at the State Chancellery as the central institution for promoting, planning and implementation of the use of EU instruments, specifically Twinning, TAIEX and SIGMA.
- To build capacity and assist the State Chancellery in the preparation and implementation of the Comprehensive Institution Building programme (CIB).
The Project is aiming at the following results and will be implemented under three components:
Component 1: NCU Capacity Building for Strategic and Technical Leadership
- Sub-component 1.1: Support to the NCU in the improvements to the existing structure, systems and processes
- Sub-component 1.2: Support to the long-term self sustainability of the NCU through capacity building
- Sub-component 1.3: Raising stakeholders awareness
- Result: Building the capacity of the State Chancellery for technical leadership in the identification, preparation and implementation of activities funded by external assistance
Component 2: Support to PAO for Operational Guidance and Coordination
- Sub-component 2.1: Support to Twining Programming and Project Identification
- Sub-component 2.2: Promote Long-Term Self-Sustainability
- Sub-component 2.3: Awareness Raising and Information Provision
- Result: Supporting the PAO as the central institution for promoting, planning and implementation of the use of EU instruments, specifically Twinning, TAIEX and SIGMA
Component 3: Support to State Chancellery (SC) in the Comprehensive Institution Building (CIB) Programme
- Sub-component 3.1: State Chancellery Capacity Building
- Sub-component 3.2: Assist state Chancellery in the CIB programming and coordination
- Result: Building the capacity and assisting the State Chancellery in the preparation and implementation of the Comprehensive Institution Building programme (CIB)
