The project will have a duration of 18 months. Its overall objective is to assist in strengthening the operational capacities of the Directorate for Personal Data Protection, having a key role in ensuring of appropriate levels of transparency and accountability and protecting of fundamental rights of the citizens. The specific objective of this project is to provide technical assistance to the DPDP in the form of advice and support in order to:
- fully align the national relevant regulations to the EU data protection acquis and best practices;
- strengthen the procedural and technical capacities of the beneficiary institution;
- raise awareness concerning data protection matters in the general public and especially with controllers;
- update the IT infrastructure at the beneficiary institution.
The Project will be implemented under four components:
- Component 1: Further alignment of the national regulations with the EU legislation. The expected results are: Legal gap analysis performed, tables of concordance drafted, inventory of legal instruments with impact on data protection in place and prioritization plan for alignment proposed; Inclusion of DPDP into the law/rule making process through the introduction of legal obligation to consult the DPDP before passing legislative or regulatory measures; Sector specific new legislation/regulation prepared (including topics of new technology).
- Component 2: Strengthened operational capacities of the DPDP. The expected results are: Streamlined and effective operational procedures at the DPDP, including the Inspection Department including new or amended guidelines drafted concerning processing of personal data in specific areas of public administration and private business; Strengthened capacities and performance of the DPDP´s staff.
- Component 3: Higher level of awareness of the general public for data protection as a fundamental right. The expected results are: Survey on the general public awareness prepared and carried out; Communication strategy drafted; Information materials disseminated and public events organised.
- Component 4: Updated IT infrastructure at the DPDP, including new Web page. The expected results are: Specifications for IT hardware and software prepared according to developed IT needs assessment. The Supply of equipment is to be financed by the relevant beneficiary institutions.
