Human Dynamics is working for the Government of St. Lucia providing Technical Assistance and Capacity Building for Rural Credit Institutions through a Lot 10 framework contract (Support to Industry/Commerce/Services)

The Human Dynamics Team will provide services from July until November 2009.

The overall objective of the PSDP (Private Sector Development Programme) is to accelerate the pace of economic diversification and growth. Specific measures include: improving the business environment, enhancing the quality of technical and managerial skills of the labour market, providing support to firms/entrepreneurs and industry associations in product/service development. Furthermore, marketing and modernization of Information Communication Technology. Consequently under the Special Framework of Assistance (SFA) 2002, the EU is providing financial assistance for the establishment of a Rural Credit Facility called Restoring Economic Strength to our Rural Enterprises (RESTORE Programme).

The expected results are:

  • Exposing rural credit institutions to best practice methods for business lending in general and micro and small enterprise financing in particular;
  • Rural credit institutions are facilitated in implementing business financing /micro and small business lending programmes;
  • Increasing the ratio of business to personal credit extended by the rural credit institutions;
  • Enhancing the success rate of business financing /micro and small business lending programmes implemented by the Rural credit institutions;
  • Forging viable strategic alliances between the rural credit institutions and other economic /development agencies and /or associations to improve access to credit;
  • Providing training and capacity building to rural credit institutions to develop, deliver and manage credit facilities to rural enterprises in general and micro and small enterprises in particular;
  • Increasing the flow of credit to rural SMEs by Rural Credit Institutions;
  • Increasing the flow of credit to specially targeted socially vulnerable groups such as youth entrepreneurs and women.
