The overall objective of the project is to contribute to the increasing EC assistance's responsiveness to the Turkmen Governments' (GoT) commitment to the legal reform process. To support the GoT in the interpretation and application of international law with specific attention towards supporting the building up of an appropriate training resource facility to enable the creation of in-country's expertise in the area of comparative law and international practices. The Training Resource Facility is a crucial element contributing to Turkmenistan's judiciary guaranteeing the Rule of Law through actually implementing existent laws and judicial standards.
The project focuses on two components and achievement of the following results:
- Component 1: Design a Training Resource Facility. The expected results are an updating and upgrading of the level of concerned Government structures as well as judicial/legal professionals involved in the drafting of law and implementation of international contracts/agreements, with a special focus on international law and practices. Training in not only international private and commercial law, but also in international public law should be envisaged. The specific legal topics will be defined in detail during the inception phase of the project.
- Component 2: Development of a Legal Explanatory Dictionary to consolidate the Turkmen legal terminology. The expected outcome is the completion of a legal explanatory dictionary both in paper and electronic format. Currently legal terminology is used inconsistently. Only to a limited level lawyers/judges can use scientific and practical material. Commentary on the Civil Code and administrative laws don't exist. The tool should be available in electronic form, e.g. CD-ROM and/or required web format. The tool should be elaborated in Turkmen language.
