The Human Dynamics team will be providing services for “Technical Assistance for the Institutional Capacity Building for the civil aviation sector in India”

This 3 year EU financed project will work closely with all major public sector civil aviation stakeholders in India, including Ministry of Civil Aviation (MOCA), the Aviation Regulator (DGCA), Air Traffic Service provider and Airport Authority (AAI) and the Bureau of Aviation Security (BCAS). Expected project launch will be during February 2010.

The overall project objective is to remove constraints to sustainable economic growth in India caused by critical bottlenecks and unbalanced development of the rapidly expanding aviation sector, particularly within the regulatory functions of Government. Furthermore the project aims at strengthening the institutional capacity of the Civil Aviation regulator in India and to help ensure a safe and secure aviation environment through: good governance, implementation of international civil aviation standards and, where appropriate, harmonisation with EU standards. Furthermore, cooperation with European aviation authorities/agencies and relevant stakeholders and policy support.

Two main components will be addressed with the envisaged results as follows:

Component 1: Enhancing the capacity of the regulator

  • Policy making and implementation capacity of the civil aviation authorities is enhanced;
  • Implementation of an harmonised and updated set of regulations;
  • Establishment of an improved licensing system (including the necessary equipment procured separately by the EC) for personnel(aircraft maintenance engineers, flight crew, and air traffic control officers);
  • Implementation of Safety Culture and Safety Management Systems (SMS) across the sector;
  • Operational and sustainable DGCA Training Academy;
  • Adoption of procedures based on international best practices in existing/new departments within DGCA;
  • Coordination and involvement of the European Aviation Safety Agency and the EU National Aviation Authorities into project activities.

Component 2: Increasing skills and awareness in the civil aviation sector

  • Realise Initial Need Analysis for a) the implementation of a comprehensive training package for the aviation sector in India, b) an environmental pilot project, and c) the creation and/or development of a Master Course in Civil Aviation Management;
  • Assisting the European Commission (EC) in the drafting of all relevant documents for Calls of Proposal;
  • Assisting the EC in the screening for eligibility and technical merit of the proposals received;
  • Supervising and coordinating the various components of the overall programme thereby ensuring that the overall programme's goal is achieved.
