The Human Dynamics Team will assist in the Reinforcement of Institutional and Administrative Capacity for the Croatian Post and Electronic Communications Agency starting in February 2010 for a period of 18 months

The aim of this EU financed project is to promote and maintain efficient and sustainable competition in the telecommunication market, foster socially sound introduction of new public telecommunication technologies, and ensure law enforcement for the protection of telecommunication service providers and their customers. The project also aims to support the Croatian Post and Electronic Communications Agency (HAKOM) with specific “know-how” in problem areas, whilst improving the capacity of the staff, primarily within the Agency, as well as with other stakeholders.

The overall project purpose is as follows:

  • Continue supporting the Post and Electronic Communications Agency (HAKOM) with specific “know-how” in problem areas;
  • Improve the capacity of the staff, primarily within HAKOM, as well as within other stakeholders.

Key project results as defined in the Terms of Reference:

Component I: Support HAKOM in analyzing relevant markets, regulatory accounting and other problem areas

  • Result 1: Assessment and review of problem areas
  • Result 2: Identification of the obstacles that hamper the efficient functioning of the domestic telecommunications market and development of solutions to these problem areas, by means of Access Directive (2002/19/EC) remedies
  • Result 3: Ensuring that HAKOM’s procedures and decisions (in selecting markets for analysis, in designating Significant Market Power (SMP) and in selecting remedies) are compatible with contemporary practices in the EU
  • Result 4: Elaboration of an analysis of HAKOM’s work on cost modelling and regulatory accounting and preparation of a draft action plan in support of securing acceptable regulatory accounts from the leading operators
  • Result 5: Ensuring that HAKOM is fully integrated into the network of EU regulators and considers its own position in relation to all common positions adopted by the European Regulators Group (ERG) or its successor

Component II: Human resource development strategy updated with staff trained

  • Result 6: Update of training needs assessment
  • Result 7: Update of the current Human Resource development strategy and programme and staff training
  • Result 8: Organisation of study tours to EU Member States and/ or electronic communications agencies that can provide assistance and specific “know-how” in selected areas
  • Result 9: Development and update of guidelines, manuals and other training materials
