The project will address 3 major components:
- Component 1: Border Control Administration – The general approach in this Component is one of review, evaluation, assessment and/or reporting of recommendations or strategies in relation to differing aspects of the administration of the Customs border control activities.
- Component 2: Border Control Training and Public Relations – In respect of the MCA’s (Macedonian Customs Administration) Strategic Plan for 2008-2010 the reform of the training system is one of the objectives of the key priority of modernising the Customs Administration. A further objective identified to fulfil this overall key priority is “Enhancing the Public Image of the Customs Administration”. The activities foreseen in this Component will assist the MCA in achieving these objectives.
- Component 3: Border Control Equipment – Both the MCA and international donors have already invested a large amount of funds in acquiring modern technical equipment, particularly the purchase of four mobile scanners and the establishment of a drugs-dog unit, so an assessment of the current use and identification of how such equipment can be used more effectively and efficiently is essential, as is the identification of further equipment to acquire or facilities that should be improved in a cost-efficient manner. This will be achieved by various activities to be implemented.
