Human Dynamics Executive Partner, Bernhard Hulla presented HD’s contribution to assisting the Public Sector in Central and Eastern Europe with the safeguarding of investments, to an audience at the 5th Jubilee of the Vienna Economic Forum.

The Forum took place from 10-11 November and included 500 participants from over 37 countries including senior public officials, leading economists, financial experts and practitioners. Mr. Hulla was a member of the Panel on the “Financing of Investments, Assistance from the EU and International Finance Institutions.”

Fellow panellists included the Ministers of Finance from Bosnia and Herzegovina, Macedonia and Kosovo.

Under the EU’s Lot 10 Framework Programme (Support to Industry/Commerce/Services) Human Dynamics will implement a contract on “Development and Execution of Communications Plan for EU/ACP Microfinance Framework Programme“.

Human Dynamics will provide services from April until October 2009. The Programme seeks to improve the overall effectiveness of microfinance operations in ACP countries. Specifically the three main areas of intervention are the following: institutional strengthening; microfinance ratings and microfinance information systems; and efficiency and transparency.
The project objective is to develop a communications strategy, deliver communications products and assist EC and ACP staff as well as the EU/ACP Microfinance Programme in implementing a communications plan.

The project is aiming at the following specific objectives:

  • Develop a communications strategy and plan for implementation;
  • Deliver communications products identified in the strategy;
  • Assist EC and ACP staff and the Programme coordinator in implementing communication activities.

The indicative project outputs are:

  • Preparation of a communication strategy in English and a plan to implement it.
  • Development of a number of communications products/activities for internal and external audiences in English and French.

Human Dynamics will develop a Tourism Strategy for the South Pacific through an EU Lot 10 Framework Contract (Support to Industry/Commerce/Services) and Pro€Invest programme. The Human Dynamics Team will provide services from December 2008 until April 2009.

The project will assist South Pacific Tourism organisations and other potential stakeholders, to consolidate ideas and suggestions for a final dossier resulting in the call for Tourism proposals.

The project is aiming at the following specific objectives:

  • Gather existing information at the level of Pro€Invest, PATA for PROFIT 2006/Conference and SPTO (South Pacific National Tourism Organisations) for the workshops held in 2007;
  • Make a list of additional regional contacts;
  • Meet with main members of the Think Tank and collect their views;
  • Identify and liaise with other projects on Tourism in the region so that they are taken in consideration and integrated in a tourism strategy;
  • Provide guidance and support to the drafting of a Large Scale Tourism project.

Human Dynamics began providing expertise on an EU financed project to provide “Support to the Solution of Economic and Social Integration Problems in Istanbul, Izmir, Ankara and Bursa as Major In-Migrant Destinations” in December 2008.

The overall objective of the 18 month project is to reduce urban disparities through enhanced economic, social and cultural opportunities for citizens. The project will address economic and social integration problems arising in four pilot urban areas that have seen large inward migration in recent years, and whose infrastructure is under stress as a result. It responds to one of the Accession Partnership political criteria priorities to “improve the situation in the south-east, with a view to enhancing economic, social and cultural opportunities for all citizens”.

The project will provide support to Istanbul, Ankara, Izmir and Bursa municipalities to increase institutional capacity to mitigate socio economic integration and environmental related problems derived from migration, and to rehabilitate and reintegrate street
children in targeted districts.
 

  • The first project component will assist municipalities to improve their planning and project development capacity. This will concentrate on larger-scale problems such as infrastructure and housing. Contacts with IFIs to examine funding possibilities will be facilitated.
  • The second project component will support local initiatives in areas such as vocational training, community health, and social exclusion, focusing on vulnerable social groups (street children, youths, the unemployed, women). The involvement of a variety of local stakeholders such as NGOs, neighbourhood associations, social health and educational services, will be sought.

The project will be implemented through service, works and supply contracts.

With the award of the EU financed project on “Strengthening the capacity of the Superior Council of Magistrates (SCM)”, Human Dynamics continues to provide training services to different agencies within the Romanian judicial system.

From December 2008, the Human Dynamics team will build an independent, professional and efficient judicial system in Romania. The main project focus is set on improving the SCM capacity to carry out the process of magistrates selection, evaluation and promotion.

The main project results to be achieved are as follows:
 

  • Strengthen the specialization system of magistrates and improve the quality of judgments by elaborating and following up an individual training track for each magistrate;
  • Improve the capacity to organize the judicial activities in order to settle cases in a reasonable time;
  • Improve the capacity of courts and prosecutors offices to organize activities of continuous training, by organizing training sessions for the SCM and NIM staff in charge with continuous training activities. These trainings will include 32 judges and prosecutors in charge with organizing the decentralized continuous training activities at the level of courts and prosecutors offices, as well as by drawing up and publishing brochures and guides for individual training needs.

Human Dynamics is working for the Romanian National Institute of Magistracy (NIM). The EU financed project “Further support to the National Institute of Magistracy” will begin in December 2008 and last for 12 months.

The overall project objective is to build a professional judicial system through enhancing the institutional development of the NIM thereby enabling it to adequately meet the training needs of the Romanian magistrates.

The major project results to be achieved are as follows:

  • Improvement of the NIM`s continuous training policy;
  • Training of magistrates (including judges and prosecutors) on various topics of EU affairs and the European Convention on Human Rights;
  • Strengthen and extend the network of trainers;
  • Endow the NIM library with legal documentation.

During December 2008, the Human Dynamics Team is kicking off its 21 month EU financed Project on „Improving Budget Processes in Croatia“.

The overall objective of this project is “to support the Government to build an efficient and sustainable budget management system designed and operating to European standards, through the modernisation of budget processes and increasing capacity for budget management”. More specifically, the project will be divided into four components aiming at:

Component 1: Multi-year budget framework:
The MTBF will improve resource allocation by effectively prioritizing all expenditures in accordance with the Government’s own priorities. It will also make public expenditures more efficient and effective, essentially by creating the opportunity for budget users to have greater flexibility in managing their budgets in the context of the overall budget constraints, programme goals and performance objectives.
Five particular results are required under this component including:

  • The design of the MTBF format;
  • The new budgeting procedures that should be adopted, an analysis of the legal framework and the extent to which it should be modified;
  • The preparation of appropriate manuals.

Component 2: Performance indicators and modifications to the Treasury information system:
The aim is to shift the budget process from an input-based budget towards an output-based budget. The results to be achieved include a review of the current programme classification arrangements, that performance indicators are set up with procedures to monitor and report on them defined, that appropriate operational guidelines are drafted, and that modifications to the existing Treasury information system which allow the impact of the reforms to be captured are implemented.

Component 3: Streamlined Budget Execution Process:
The aim is to streamline the budget execution process by extending the TSA coverage, including coverage of foreign exchange transactions, to cover the transactions of third level budget users and extra-budgetary funds. Cash planning is to be improved, as are the arrangements for handling commitments including the accounting arrangements for commitments. Accounting methods are to be reviewed in order to ensure that both cash payments and unpaid expenditures will be reported and automated procedures established to compare the modified accrual based accounts with the cash based accounts.

Component 4: Training of MoF and line ministries’ staff:
The training will include a capacity assessment of MoF staff, establishment of training programmes/curricula and implementation schedules; elaboration of training materials; delivery of training and study tours/internships to EU countries. Technical level workshops are to be provided on performance indicators and information system modifications. Seminars are also required to be provided, particularly for Parliamentarians to raise their awareness of the developments which are proposed and the impacts that these will have on the budget process.

Human Dynamics is working for the Government of Cote d'Ivoire providing a needs assesment aswell as trade-related technical assistance (TTA) through a Lot 10 framework contract (Support to Industry/Commerce/Services).

The Human Dynamics Team will provide services from December 2008 until August 2009.
The project overall purpose is to assess the needs of Cote d'Ivoire in the area of trade. The main tasks are:

  • Mainstream trade matters in the country’s development policy and strategy (or in the Strategy paper for poverty reduction);
  • Increase benefits from trade;
  • Participate more effectively in the multilateral and regional trading system;
  • Facilitate donor co-ordination and catalyse additional funding in the trade area and better coordination of existing funding.

The specific objectives of the project are:

  • Summarise and analyse the main constraints for Cote d’Ivore to benefit from trade;
  • Comprehensively articulate the needs in the area of TTA to facilitate more systematic engagement of different stakeholders;
  • Outline a prioritised action plan towards removing the constraints;
  • Increase awareness and understanding in the area of TTA through broad consultations throughout the assignment.

Human Dynamics has been awarded a Lot 10 framework contract (Support to Industry/Commerce/Services) providing HR consultancy services to the Togolese Cotton Company (SOTOCO).

This 5 month assignment kicked off during late October 2008 and will run until April 2009.
The project will examine the local organization SOTOCO including its human resources, information systems, the internal communication procedures as well as management practices. The project is aimed at developing a new HR policy system and practices, drafting a new organisational structure and optimising job descriptions.
 

The main activities are:

  • Analysis of the psychological aspects of the work with regards to risk prevention;
  • Job descriptions;
  • Improving the internal information and communication system;
  • Providing HR management tools (for appraisal and motivation) and new strategic competence based model of management;
  • HR Trainings.

On October 20th, 2007 the Human Dynamics Team is kicking off its 24 month EU financed Project on „Support to the Public Defender’s Office“ in Georgia.

 

The project will address current issues concerning respect for human rights and the rule of law in Georgia as well as achieving practical outcomes for the Public Defender’s Office by enhancing its capacity to conduct research and monitoring that will inform the polity of the state of human rights and respect for rule of law as envisioned in the ongoing reform of the criminal justice system.  Furthemore, the project aims to improve the human rights situation and governance in the country by supporting the implementation of reforms to the justice system and strengthening the capacities of relevant institutions to implement and enforce the reforms within a coherent and consistent policy framework. The specific area of cooperation is:

Support for Institutional, Administrative and Legal Reform.

The major project objectives are:

  • Strengthening the monitoring capacities of the PDO on criminal justice reforms and promoting rule of law in Georgia
  • Improvement of institutional capacity of the PDO
  • Raising public awareness on rule of law and human rights issues.

These objectives, although not necessarily unique in themselves, contain elements that have an originality of approach unique to this project, namely: placing of key experts in the PDO for extended periods; the establishment of an analytical unit within the PDO; education of PDO staff in the Code of Criminal Conduct specifically and criminal justice reforms in general; enhancing the PDO’s capacity for monitoring under OPCAT; wide-ranging public awareness on the rule of law aiming both at improving understanding about human rights among the public at large and informing civil servants and public institutions about the role and duties of the Public Defender Office in respect of human rights violations.

September will witness the launch of the „Coal Sector Policy Support Programme“ in the Ukraine.  During a 28 months period Human Dynamics will work closely with the Government of Ukraine and the Coal Ministry which will see the project run until 2010.

The Human Dynamics team will work with Ukraine’s stakeholders to advance substantially the development of the coal mining industry in a socially responsible and cost effective manner as well as improving on current safety standards. More specifically, the team’s activities will comprise:

  • Institutional Strengthening in the Ukrainian Coal Mining Industry:

   -   Provide assistance to the Ministry of Coal Industry to build up adequate structures and qualified personnel to optimise management of the coal mining sector and in particular fulfil the obligations under the Restructuring Plan;
    -  Provide training to various stakeholders to prepare them to the challenges of the restructuring plan

  • Master Plan for the Development of the Ukrainian Coal Industry:

      Support the MoCI to develop an integrated Master Plan for the restructuring of the coal mining industry taking into account the role of the coal sector in the Ukrainian energy strategy

  • Social Policy: Setting up a Social Development Fund:

     Assistance to the MoCI to conceive adequate tools, measures and policies to fulfil the social obligations arising out of the coal restructuring process including setting up a Social Development Fund and training qualified personnel for fund management

  • Improving Occupational Safety:

      Support MoCI and other stakeholders to improve the safety standards substantially by developing a pilot scheme for the further development of occupational safety standards and providing technical assistance to prepare innovative pilot projects in the field of safety

  • Catalogue of Contaminated Sites:    

     Provide assistance to MoCI with a comprehensive overview of contaminated sites (catalogue of contaminated sites), adequate proposals on how to rectify them and training for remediation specialists

Following the successfully delivery of the 2005 VET Reform Phase II in Serbia,  a consortium with Human Dynamics will launch work on “Additional Support to Reform of Vocational Education and Training (VET)” in May 2008, seeking to build upon the successes of Phase II

This 11 months EU financed Project will continue to develop the results by the CARDS 2005 VET Reform programme for  Vocational Education and Training, and Adult Training.

The overall objective of the Project is to contribute to the Serbian Government’s efforts to promote national socio-economic development and cohesion through a coherent VET system and a well skilled labour force, adapted to the needs of the labour market.

This is to be achieved through:
- Institutional capacity building for the Ministry of Education (MoE) and other national stakeholders to develop and implement a policy and strategy framework for vocational education and training based on partnership, and ensuring the link between training
provision and economic development.
- Strengthening the capacity of national and local actors to design and implement new vocational education and training programmes for young people and adults (Human Resource Development (HRD) and curricula development).
- Upgrading the school infrastructure (supporting EIB Education Sector Loan for building and equipping of new schools and rehabilitation of others, and supporting delivery of VET equipment to pilot schools).

Starting from May 2008 the Human Dynamics Team is assisting for 24 months the Ministry of Economics, Commerce and Business Promotion of Equatorial Guinea

The EU financed project “Program of good governance in Equatorial Guinea – Technical Assistance to the projects of Civil Society Support (PASC), Decentralization Support (PAD) and Regional Integration support (PAIR)” has been designed to create and improve institutional and human capacities which shape Rule of Law in Equatorial Guinea. The project is seeking to guarantee peace, economic development and social progress in the country as the only way to secure the participation of the whole population in the efforts of development and the use of resources to fight poverty.

The Project will address three major components:
- PASC (Civil Society Support): its goal is to strengthen the civil society and its participation in the politic, social and economic development of the country.
- PAD (Decentralization Support): seeks to improve the services of the local administrations and this way contribute to consolidation of the decentralization of the local corporations.
-PAIR (Regional Integration Support): its goal is to strengthen the production and export capacities of the small and medium national enterprises. This is specially focused in those sectors where Equatorial Guinea produces Added Value.

Human Dynamics is working for the Georgian Ministry of Economic Development and its National Agency for Standards, Technical Regulations and Metrology on implementing a Quality Management System

Human Dynamics is working for the Georgian Ministry of Economic Development and its National Agency for Standards, Technical Regulations and Metrology on implementing a Quality Management System. The Human Dynamics Team will kick off during June 2008 and will provide services until 2010.

For this EU financed service contract the Human Dynamics Team will develop an overarching strategy for Quality Infrastructure ensuring that Standards and Accredited Testing, Measurement and Conformity Assessment functions will be aligned along EU requirements and compatible market standards are available within Georgia.

This will include the continuing adoption of European Standards, improving functions of the competent bodies in Standardisation, Measurement, Testing and Conformity Assessment as well as the Accreditation Service enabling Mutual service Recognition.

The short and medium term goals of individual Quality Infrastructure components can be summarised as follows:

  • Institutional Development of Quality Infrastructure Bodies to demonstrate accountability and transparency of operations in line with the relevant membership requirement of appropriate international organizations (CEN/CENELEC, EA EUROMET etc)
  • Enhancement of the operations of the Standardisation Body, enabling it to participate in, and access the Standards necessary for the Georgian Economy, and to supply information, support, copies of relevant standards to Georgian Stakeholders and Customers
  • Training and support in the development of operations of the Accreditation Centre towards meeting the requirements of a Multilateral Agreement (MLA) with EA (European Accreditation) demonstrating that the services that it accredits are equivalent to those provided in other trading partners
  • Development of Laboratory and Conformity assessment facilities and operations to provide recognised competent services that are accepted by trading partners. This will include the initiation of a programme of Proficiency Testing to assure that the results of tests are equivalent to tests carried out by other trading partners.

The project “Support to the National Coordinating Unit (NCU) in Belarus” has been designed to make best use of EC assistance. It will support EC services to increase effectiveness, efficiency and visibility of EC assistance in Belarus by:

  • Enhancing the capacity of the NCU in assisting the Government of Belarus in identification, coordination and diversification of the technical assistance

  • Providing technical support/advice to wider stakeholders to improve their participation in the ENP and other EU programmes

  • Providing regular and timely policy and cooperation related information flows and inputs on EU assistance

  • Improving visibility and public awareness of European Commission programmes in Belarus

Following the very successful delivery of the project “Support to Justice” in    Kosovo, the Human Dynamics Team in March 2008 commenced implementing Phase II of the 15-months follow-up project “Further Support to the Justice Institutions in Kosovo” , seeking to build upon the successes of Phase I

The project “Further Support to Justice Institutions in Kosovo” has been designed to assist the Ministry of Justice (MoJ) in defining effective and efficient functional procedures. Following-up on the Human Dynamics implemented project “Support to Justice”, the current project will further define mechanisms for the efficient functioning of the judicial sector in Kosovo. More particularly, the project will address the following:

  • Administration procedures within the MoJ: through a number of targeted and specific activities, the project will design internal functions and mechanisms to improve: the capacity for the storage of file; the HR policies; the administration and security of the buildings; the financial and budget management; the auditing and internal controls capacities; the procurement and contract functions; and the general protocol procedures.

  • Management of the Ministry of Justice: the project will provide assistance to the MoJ in defining internal communication guidelines, reporting mechanisms and internal controls procedures to ensure that the decision-making process can rely on efficient reporting and reliable information

  • Legal drafting capacities: enhancing the capacities of legal drafters to design laws in accordance with European standards is an essential aspect of the project. Continuous assistance will be provided through on-the-job capacity building activities for legal drafters of the MoJ. Moreover, the project will introduce procedures for regulatory impact assessment (RIA) to determine the potential effect of a law before it is presented for adoption

  • Further development of the Court Management Information System (CMIS): this IT system has been installed in municipal courts and prosecutor’s offices to improve case management within the court system. In order to ensure that the sophisticated system is effectively used by judges and administrative staff, additional training and retraining must be provided to further develop the capacities to make use of the system in the most efficient manner

  • Support the Legal Aid System: with the inauguration of the Legal Aid Commission in September 2007 and the establishment of 5 District Legal Aid Bureaux, the framework regulating the legal aid system is finally in place. The project will support the Commission in defining additional secondary acts for the provision of legal aid services and the monitoring of legal aid providers (be it the district offices, the NGO or the Kosovo bar association).

As of March 2008 Human Dynamics Team will be providing assistance for 15 months to the Bulgarian Ministry of Education

The project “Technical Assistance for the implementation of the educational component under Improvement of the situation and inclusion of the disadvantaged ethnic minorities with a special focus on Roma project” is aligned with the annual action plans under the Framework Programme for the Equal Integration of Roma in the Bulgarian Society adopted by the Government in 1999.

The relevance of the project lies in its direct support to Government measures that will bring about palpable improvements in the integration of minority school children into the mainstream education process of the Republic of Bulgaria, with a special focus on Roma. The project is seeking to bridge the gap between what happens within the classroom and broader society.

The Project will address three major components:

  • To support urban integrated gymnasiums that offer education in ethnically mixed classes.
    The project will implemented qualification courses for gymnasium’s teachers to work in multicultural and ethno-sensitive environment.

  • To support rural focal point schools to improve the quality of education offered.
    After-class education and out-of-school activities in focal point schools in rural areas will be implemented.

  • To undertake a needs assessment analysis and a feasibility study for updating of the present Information System for the Education Management.
    The project will seek to upgrade and update the existing National Information System for Education Management.

Human Dynamics has been awarded a major EU financed project in Russia to further develop the Insurance Sector. From February 2008 the Team will be working over the next 24 months with the Russian Ministry of Finance, Federal Service for Insurance Supervision and the All Russia Insurance Association to further develop the Insurance Sector in line with international standards, whilst reforming the financial sector and improving the business and investment climate

The project “Development of the Insurance Sector” will be in line with current and future agreements on the Common Economic Space between the EU and Russia. Specifically the project will address the following key issues:

  • The enhancement of the regulation of the insurance sector by the Ministry of Finance (MOF);
  • Enhancing supervision of the insurance sector by the Federal Service for Insurance Supervision;
  • Supporting the All Russian Insurance Association in their efforts to develop a competitive insurance sector;
  • Assisting insurance companies in the transition to the International Financial Reporting Standards and in the application of corporate governance best practice.

During February, 2008 the Human Dynamics Team is kicking off its 24 month EU financed Project on „Support to further economic reforms and sustainable agricultural development“ in Turkmenistan boosting the company’s Central Asian operations with projects already in Tajikistan, Uzbekistan and Kyrgyzstan

The Project’s Overall Objective is to provide strategic and institutional support to the Turkmen authorities in general, and to the Ministry of Economy and Finance (MoEF) and the Ministry of Agriculture (MoA) in particular, to enable them to achieve the objectives of the country’s long-term development agenda.

The Project will concentrate on two core sectors: Public Finance Management and Agriculture contributing to better targeting, budgeting and funding of reforms ensuring sustainable economic growth along with social development and poverty alleviation.

In each of the two sectors targeted by the Project, special attention will be paid to both policy planning and development as well as capacity building.

  • Specific objectives and results include:
    To assist Turkmenistan’s institutions (mainly the MoEF and MoA) in ensuring an effective and efficient management of the State’s natural, financial and human resources.
  • To support the design and adoption of the legal framework needed to implement the economic reforms related to budget and agriculture development.

Human Dynamics has recently been awarded the contract to provide support to the “Modernisation of the Human Resource Management functions in the Romanian National Agency of Civil Servants (NACS). The EU financed project kicks off in December 2007 and will run for 12 months.

The objective of the EU financed project is to implement public administration reform in areas of civil service reform, decentralisation and de-concentration of public services and the policy formulation process.

The Human Dynamics team will be implementing 3 components: 

  • Developing systems and procedures for assessment, monitoring and control functions as set out in the Civil Service Law within the NACS and applied to filling  the gaps in NACS capacities to effectively manage its revised responsibilities in the Human Resource Management field (HRM).
  • Developing and implementing public policies for HR management in the Romanian public administration as well as monitoring and co-ordination system; through strengthening the inter-institutional co-ordination mechanisms in the field of HRM to ensure a proper transfer of know-how to the local level.
  • Developing and implementing mechanism and procedures for ensuring the civil service transparency and accountability.

 Key outputs include: 

  • Revising the legal framework (Civil Service Law) for policy design for improving the NACS structural capacities to enforce HRM regulations.
  • Assisting in the implementation of public policies for HR management and monitoring the coordination mechanism established for reinforcing inter-institutional cooperation at national and local levels.
  • Improving transparency and accountability of Romanian public service
  • Developing a training model for human resources management in the frame of public administration reform.

Human Dynamics has been awarded a project to enhance in–court and out-of-court mediation in the Croatian Ministry of Justice. The Human Dynamics Team is made up of leading mediation experts demonstrating life long careers in introducing and establishing mediation frameworks in their respective home countries. The project will kick off in January 2008, running for a period of 23 months

The project “Enhancement of mediation as an alternative to court-based dispute settlement (ADR) in Croatia” has been designed to support the efforts to develop the mediation system in Croatia. In line with the Strategy for the Reform of the Judiciary and the Strategy for the development of ADR defined by the Croatian Ministry of Justice, the project contributes to reducing court backlog and improving access to justice.

More particularly, the project will seek to reach the following objectives:

  • Improving the legal framework for the development of mediation in Croatia: The project will provide assistance for revising the existing legal acts on mediation, but will also facilitate the access to mediation through the definition of standard contractual clauses establishing mediation preferably to court-based settlement for dispute resolution in civil and commercial contracts.
  • Improving the structural framework for the functioning of in-court and out-of-courts mediation centres: The project will seek to reinforce the system for mediation both in-courts and out-of-courts by establishing mechanisms for the functioning of in-court mediation centres (following the model developed in the pilot courts), improving the functioning of out-of-court mediation centres and establishing a national register for mediators. These structures will be overlooked by a monitoring unit ensuring the proper application of the principles defined.
  • Developing a training strategy to train trainers and conduct basic and advanced training sessions: The project will design a curriculum for a Train the Trainer seminar building on existing experiences in Croatia and bringing in the experiences from other EU Member states. 
  • Disseminating information about mediation to increase public interest: A coherent communication strategy will be adopted in close cooperation with all stakeholders involved. A national website on mediation will be created to facilitate access to information about mediation in Croatia.

From January 2008, for a period of 23 months, Human Dynamics will be         supporting the Croatian Judicial Academy in developing a training system for future judges and prosecutors under an EU financed Phare project

The overall Project objective is to strengthen the effectiveness and proficiency of the Croatian Judiciary, by developing and implementing a comprehensive training system for future judges and prosecutors.  Additionally to introduce fair and transparent recruitment procedures and strengthen existing training networks improving access for apprentices and court advisors.  Recommendations will be drafted for a new law stipulating selection and recruitment for future judges and prosecutors as well as training and testing.

 
This will be achieved through 4 components: 
  • Amending the Law on Apprentices and Bar Exam (or drafting a new Law on Apprentices and Bar Exam) and improvement of selection procedures for judges and prosecutors.  The project will develop a unified judicial exam and unified training to prepare judges and prosecutors for their work ahead. 
  • Designing and implementing a strategy for recruitment, career management and training of future judges and prosecutors, including training, selection and recruitment of Apprentices and Advisors.   
  • Developing a sustainable training system for apprenticeship, as well as piloting of training modules in selected regions under the responsibility of the Judicial Academy.  A structure within the Judicial Academy will be developed to carry out training for prospective judges and prosecutors, while designing a dual system for apprenticeship.  
  • Improving access to legal information for apprentices, court advisors as well as strengthening of the training networks.  Will strengthen communication on judicial training and interlink with other training institutions and legal actors in Croatia.  Furthermore, increase access rate to legal databases for judicial staff.
