Our Market Regulation & Economic Development Department provides assistance on Regulation, Competition, Trade promotion and Private Sector Development issues.
Our consultancy services analyse, plan and put into practice regulations and institutions which fulfil policy goals and impact market operations. Through our regulatory services we help governments achieve increased market performance, while ensuring global competitiveness by conducting analyses of the regulatory markets and providing policy support. We review economy and business wide regulatory frameworks for market openness, harmonise and support transparent legislative drafting according to European Union Standards (acquis related) and international best practice. We develop regulatory regimes and provide the public sector with accurate and detailed impact assessments of policy and regulatory changes. Clients include mainly independent or soon to be independent institutions, like Competition and State Aid Agencies, Energy, Financial Markets Supervisory Authorities, Energy Regulators, Telecommunication Regulating Authorities, Consumer Protection Authorities and National Agencies for Land and Cadastre Registration
We assist government departments and agencies in the development of competitive sectors by addressing the legislative and regulatory framework to bring sectors in line with EU regulations and international standards frameworks taking into account any future requirements regarding access and connection to Regional, European and International markets. We assist in enhancing the role of the supervisory bodies mainly through institutional development to promote market competitiveness, consolidation and transparency, raising awareness of competition rules, policy and practice among the business community and economic operators in general; and improving and reinforcing the system of competition through capacity building and training activities and providing advisory support in terms of and in line with international best practice, principles and standards.
We work with and advise governments in the promotion of trade as a means to achieving economic development objectives. We conduct economic reviews in respect of trade and statistics concerning the competition policy-making process, improve the quality of data collection and the sharing of information, conduct studies and analysis for the development and implementation of policy and initiatives in the area of trade facilitation and provide advice and assistance on the trade policy development matters.
We help government in the policy formulation for private sector development, the development of industries and economic sectors (agriculture / rural development, tourism, SME and labour market) and in the improvement of the strategic and managerial skills of Business Innovation Centres and Regional Development Agencies personnel. We provide and develop consulting services focused on SME-related topics such as funding of Agencies / SMEs, business plans, organisational development, financing, credit and guarantee schemes and marketing. We provide support in defining regional strategies for Business Information Centres and enhancing co-operation possibilities with other Centres in different regions, in line with the EU Regional and Structural Policy guidelines. We provide assistance in the creation of micro-credit advisory services on the basis of municipal SME Support Funds; enhance qualifications and skills of the specialists in the local SME Support Funds; help to create preconditions for the effective functioning of the micro-crediting system through the provision of institutional and methodological support to the SME support infrastructure and work to enhance awareness of the population about mutual crediting principles and the promotion of micro-crediting schemes.
