Human Dynamics launches an updated comprehensive set of Project Management Guidelines for Project Managers, Team Leaders and Office Managers to further improve the quality and transparency of project management.
The aim of these Project Management Guidelines is to provide Human Dynamics Project Managers, Team Leaders and Office Managers who are both experienced and new to the business with standard operating procedures for the implementation of projects so that the management of the project conforms to HD standards and objectives. Thus, with full compliance of HD client’s contractual, as well as procedural requirements in view, this tool will help to ensure the highest client satisfaction.
The Guidelines are designed to be used as a complement to specific client requirements, rules and procedures and walk the user through the systems and processes designed to facilitate their role. It is structured so as to reflect the full project cycle for ease of use and reference and comprises the following sections:

The roles, tasks and responsibilities for the PM and the TL;

The preparatory phase for the project;

The Inception Phase;

The Implementation Phase; and
-
The Completion Phase.

Human Dynamics participation in the Framework contracts LOT 10 Support to Trade, Standards and Private sector in 2009 and 2010.
During the previous phase of the EU LOT 10 Framework contracts (2005-2009), Human Dynamics managed numerous assignments in North and West Africa, Central and South Asia, the Pacific and the Caribbean region with project budgets exceeding EUR 650 000. Following its results-driven and quality-focused approach Human Dynamics delivered high quality assistance and capacity building services to public and private institutions in the areas of trade and private sector development, microfinance and micro-crediting, tourism, etc.
In September 2009, Human Dynamics in consortium with lead partner Ecorys, was selected again as framework contractor for the new phase of LOT 10 Framework contracts covering 2009-2013. Since September 2009, Human Dynamics won and currently manage LOT 10 assignments worth over 250 000 EUR. Moreover, of all experts recruited for the consortium awarded projects, 60% are experts contracted by Human Dynamics.
With the implementation of the new LOT 10 contracts we will continue to increase our expertise in the area of trade standards and private sector as well as the quality of service delivery to our clients.
Furthermore, our objective for 2010 will witness an increase of participation in other LOTs, which offer strong complementarities regarding our technical expertise. These include LOT 7 (Governance and Home Affairs) and LOT 11 (Macro economy, Statistics and Public finance management), where we will provide assistance to the consortia and companies already selected as framework contractors by the European Union.
Human Dynamics will be working for the Botswana Ministry of Education and Skills Development. The Human Dynamics Team will kick off during September 2010 and will provide services until 2013.
This EU financed contract is to support the Government of Botswana to carry out their mandate to improve the quality and efficiency of education in general and to improve the alignment of national Human Resource development and planning to enhance the employability and economic benefits of its citizens consonant with the aims of the 10th National Development Plan (NDP10).
The purpose is to complement the EDF10 HRD Sector Policy Support Programme by strengthening the capacity of the Ministry of Education and Skills Development to improve policy and strategic planning and operational oversight and to implement key reforms in the sector, in accordance with the Ministry’s goals, policies and strategies.
This is reached by the following components:
- Component 1 Strategic Education Assistance assists to provide strategic level support and monitoring assistance to the Ministry of Education and Skills Development to implement the education management related aspects of the NDP10 with regard to General Education, Tertiary Education, Teacher Development & Management and Skills Development (NDP 10 para 7.72). Particular attention will be given to strategic planning, sector performance and monitoring and evaluation.
- Component 2 (NHRDS) assists to support the Ministry of Education and Skills Development to implement the National Human Resource Development Strategy by providing technical assistance and capacity-building to the HRD Advisory Council, the Sector Committees and to identified stakeholder groups.
- Component 3 (NCQF) assists to support the Ministry of Education and Skills Development with the development and establishment of a National Qualifications and Credit Framework (NCQF) through technical assistance and capacity-building.
- Component 4 (Short-term technical assistance) will ensure smooth implementation of the 3 above components by providing technical support when required and assist the Ministry in other key reform areas in the education sector.
With the award of the EU financed project on “Technical Assistance for strengthening and enforcement of the capacities of the Albanian Copyright Office”, Human Dynamics will provide services for 18 months to the Albanian Copyright Office.
The overall objective is to improve the enforcement of copyrights and neighbouring rights in Albania so as to contribute to the fulfilment of the conditions of the SAA. The purpose of the project is to strengthen the operational capacity of the Albania Copyright Office (ACO), to ensure legal approximation with EU standards and best practice and to raise and build awareness on copyrights and neighbouring rights.
The project is based on the following three components:
Component 1: Capacity Building and Consolidation of Skills within the ACO.
- To strengthen the operational capacity of the ACO by supporting its staff to implement current laws, and by improving the cooperation between stakeholders. This includes developing a refined mission statement for the ACO, internal directives on competencies and a training manual for in-house staff.
- The project will also focus on publishing the first ACO’s annual statistical review and preparing the ACO for ISO Certification. Models on alternative means of financing and structural set - up of the ACO. Reports will be drafted to summarise the ACO’s needs (in particular those for cooperation with other government bodies and agencies, such as the Council for Radio and Television) and copyright infringement matters to be discussed with stakeholders most importantly governmental entities.
- An ACO IT assessment needs will be developed and the ACO IT specifications for additional equipment will be developed.
Component 2: Legal work regarding EU standards and European best practice.
- This component aims at ensuring proper transposition of EU laws into Albanian legislation and to upgrade legislation in accordance with European best practice on intellectual property and copyrights.
- The project shall prepare and assist the ACO for performing such tasks and shall provide assistance and relevant know how to do so.
- Reports and analysis on compliance of Albanian law with EU laws will be drafted, as well as reports on necessary or useful legal upgrades (primary legislation, secondary legislation, bye-laws). In addition to the reports, draft legislation will be prepared based on European best practice.
Component 3: Dissemination of Information and Know-How.
- The aim of this component is to build awareness on copyrights and neighbouring rights amongst the users of works protected by copyrights or neighbouring rights, right holders, their representatives and the general public. This includes the preparation and dissemination of training materials and manuals.
- An awareness building and information campaign perceivable in all relevant mass media will be prepared and distributed by means of advertising platforms across Albania.
- Training to State authorities, the Judiciary, the judicial profession and copyright collecting societies will be provided.
The Human Dynamics Team will be working for 27 months for the Croatian Ministry of Labour, Economy and Entrepreneurship and its Department for Preparation and Implementation of EU Programmes and Projects.
The objective of the EU financed project is to prepare Croatia for efficient and effective management and absorption of IPA assistance, thereby enhancing Croatia’s capacity for effective use of the Structural Funds upon EU accession. It ensures efficient and effective management by the Operating Structure (OS) of the Regional Competitiveness OP (RCOP), and develops the institutional capacity for managing and absorbing IPA funding in accordance with the Framework/ Financing / Implementing / Operational Agreements, EU rules, regulations and procedures and applicable national legislation.
More specifically, technical assistance priority axes give support in information and publicity activities, preparation of calls for proposals and tender documentation, appraisal and selection of projects, implementation support, financial management, control, monitoring, evaluation, reporting, audit, and possible revisions of the Operational Programme.
This contract is implemented through 4 components:
- Programme management and Monitoring
- Finance, Accounting and Controlling
- Grant management
- Information and Publicity
Human Dynamics will strengthen the institutional capacity of the Macedonian Academy for the Training of Judges and Public Prosecutors (ATJP). The Human Dynamics Team will kick off during April 2010 and complete services by December 2011.
The overall objective of this EU financed project is to enhance the independence, efficiency and professionalism of the judiciary. The purpose of this contract is to strengthen the institutional capacity of the Academy for the Training of Judges and Public Prosecutors (ATJP).
The project is divided into the following components:
Component 1 - Development of a de-centralised training mechanism
- Re-design the training mechanism and define a de-centralised training system;
- Assist the ATJP in implementing the de-centralised training system.
Component 2 - Improving the training programme system
- Develop new methodologies for Training Need Analysis (TNA); Improve training capacities in relation to EU and international law.
Component 3 - Setting up of an e-learning system
- Better insertion and acquaintance with modern Information and Communication Technology (ICT);
- Design an E-learning platform for the ATJP an deliver E-learning training sessions for judges, public prosecutors and other staff within the judiciary.
Component 4 - Strengthening the capacity of the ATJP as regards its library facilities and its website
- Improve the functionalities of the library by enhancing the IT infrastructure and systematising the endowment of the library with national, European and international legal materials;
- Develop the website of the ATJP as a main instrument for visibility and networking.
From April 2010, the Human Dynamics Team will be providing services to the Croatian Agency for Vocational Education and Training (AVET).
This 18 month EU financed project is to foster the systemic development and modernisation of the vocational education and training (VET) system in Croatia. A key output includes compliance with harmonising the Croatian VET system with the EU acquis communautaire, thereby strengthening the overall institutional and administrative capacity of the Agency for Vocational Education and Training (AVET) and becoming a focal point for all VET stakeholders, while being the main VET reform engine in Croatia.
Project will be implemented under two components:
Component 1: Improvement of organisation, institutional and human resource management procedure and policies in AVET.
The advisory services focus on designing, in close collaboration with the AVET, the most suitable strategy, structure and policies to reflect its role and responsibilities:
- Review current responsibilities of the AVET and provide specific recommendations;
- Conduct a revision of organisational structure, roles and responsibilities of the AVET Sub-Component;
- Design and prepare manuals, operational procedures as well as guidelines related to the functions of the to-be-established HRD Department;
- Develop an adequate methodology to aid AVET staff in the design of complex or individually tailored projects;
- Develop systems of internal transfer of know how and information exchange among AVET employees.
Component 2: Comprehensive capacity building of AVET staff.
This Component’s aim is to design the systems, identify the training needs, provide training plans and initiate the training programmes to develop the capacity of AVET staff:
- Develop comprehensive mid-term training plan per department;
- Provide recommendations for follow-up actions and design overall mentoring system;
- Design and organise a pilot e-learning course on selected subjects related to AVET core activities;
- Design and install a website for capacity building activities for AVET’s staff members/key external experts.
The Human Dynamics team will support the establishing of a “Regional Environmental Network for Accession (RENA),” covering 7 Western Balkan countries and Turkey.
The “Regional Environmental Network for Accession (RENA)” project will enhance regional environmental cooperation in the Western Balkans and Turkey for EU accession. The project covers 8 beneficiary countries which are Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro, Serbia, Kosovo1 and Turkey. Due to the cross border character of many environmental problems, the involvement of other EU countries, and most prominently EU countries that border the beneficiary countries, will also be promoted.
The overall project objective is to enhance regional cooperation in the Western Balkans and Turkey in the field of environment in the prospect of accession to the European Union and the purpose is to assist the European Commission in providing the Secretariat of the Regional Environmental Network for Accession (RENA).
The project centers around four components:
- Component 1: Strategic Planning & Investments” (incl. Progress Monitoring & Compliance Check)
The overall goal is to increase the beneficiary countries’ quality with regard to transposition of EU environmental legal requirements, to improve institutional structures that are better equipped to implement and enforce transposed EU law, and to contribute to achieve better prepared, implemented and monitored environmental infrastructure projects.
- Component 2: Climate Change
The goal is to enable the beneficiary countries to continue to set up structures, strategies and actions to limit greenhouse gas emissions.
- Component 3: Cross-Border Cooperation & Multilateral environmental agreements
The overall goal is to achieve improvement in the transposition and implementation of the environmental acquis in the fields of nature protection, water protection, environmental impact assessment and strategic environmental assessment. Furthermore the ratification and implementation of multilateral environmental agreements and cross border cooperation shall be enhanced.
Component 4: Environmental Compliance and Enforcement Network for Accession (ECENA)
The overall goal of this component is to bring institutional structures in different beneficiary country closer together, both in an organisational, methodological and professional sense.

Human Dynamics has been building administrative and management capacity for the Kosovo Privatisation Agency (PAK).
The purpose of this EU financed Framework contract is to enhance the administrative and management capacity of the Privatisation Agency of Kosovo (PAK). Moreover, to finalise the ongoing privatisation process and to continue with the liquidation process of Socially Owned Enterprises (SOEs). The specific objective is to assess the performance of the PAK against the privatisation and liquidation operation goals as well as measurable indicators outlined in the PAK Business Plan 2009 and in the performance related bonus scheme.
Services will include the provision of technical expertise and benchmarking of performance of the individual departments/divisions/regional office for the year 2009:
Initial assessment:
- Analysis and comments on introducing quantified operation goals and measurable indicators in the 2009 PAK Business Plan.
- Collection and analysis of privatisation and liquidation data to achieve targets outlined in the PAK Business Plan and for the individual departments/divisions/regional office.
Preparation of the Assessment Report:
- Drafting an Assessment Report, which is based on initial assessment findings on PAK performance, and provide recommendations to PAK and the European Commission Liaison Office to Kosovo (ECLO) for improving/adjusting the PAK Business Plan for 2010.
- Co-operate with other experts on the performance related bonus scheme and report to ECLO and PAK, whether the bonuses match staff performances.
The Human Dynamics Team will assist in the Reinforcement of Institutional and Administrative Capacity for the Croatian Post and Electronic Communications Agency starting in February 2010 for a period of 18 months.
The aim of this EU financed project is to promote and maintain efficient and sustainable competition in the telecommunication market, foster socially sound introduction of new public telecommunication technologies, and ensure law enforcement for the protection of telecommunication service providers and their customers. The project also aims to support the Croatian Post and Electronic Communications Agency (HAKOM) with specific “know-how” in problem areas, whilst improving the capacity of the staff, primarily within the Agency, as well as with other stakeholders.
The overall project purpose is as follows:
- Continue supporting the Post and Electronic Communications Agency (HAKOM) with specific “know-how” in problem areas;
- Improve the capacity of the staff, primarily within HAKOM, as well as within other stakeholders.
Key project results as defined in the Terms of Reference:
Component I: Support HAKOM in analyzing relevant markets, regulatory accounting and other problem areas
- Result 1: Assessment and review of problem areas
- Result 2: Identification of the obstacles that hamper the efficient functioning of the domestic telecommunications market and development of solutions to these problem areas, by means of Access Directive (2002/19/EC) remedies
- Result 3: Ensuring that HAKOM’s procedures and decisions (in selecting markets for analysis, in designating Significant Market Power (SMP) and in selecting remedies) are compatible with contemporary practices in the EU
- Result 4: Elaboration of an analysis of HAKOM’s work on cost modelling and regulatory accounting and preparation of a draft action plan in support of securing acceptable regulatory accounts from the leading operators
- Result 5: Ensuring that HAKOM is fully integrated into the network of EU regulators and considers its own position in relation to all common positions adopted by the European Regulators Group (ERG) or its successor
Component II: Human resource development strategy updated with staff trained
- Result 6: Update of training needs assessment
- Result 7: Update of the current Human Resource development strategy and programme and staff training
- Result 8: Organisation of study tours to EU Member States and/ or electronic communications agencies that can provide assistance and specific “know-how” in selected areas
- Result 9: Development and update of guidelines, manuals and other training materials
The Human Dynamics team will be providing services for “Technical Assistance for the Institutional Capacity Building for the civil aviation sector in India.” This 3 year EU financed project will work closely with all major public sector civil aviation stakeholders in India, including Ministry of Civil Aviation (MOCA), the Aviation Regulator (DGCA), Air Traffic Service provider and Airport Authority (AAI) and the Bureau of Aviation Security (BCAS). Expected project launch will be during February 2010.
The overall project objective is to remove constraints to sustainable economic growth in India caused by critical bottlenecks and unbalanced development of the rapidly expanding aviation sector, particularly within the regulatory functions of Government. Furthermore the project aims at strengthening the institutional capacity of the Civil Aviation regulator in India and to help ensure a safe and secure aviation environment through: good governance, implementation of international civil aviation standards and, where appropriate, harmonisation with EU standards. Furthermore, cooperation with European aviation authorities/agencies and relevant stakeholders and policy support.
Two main components will be addressed with the envisaged results as follows:
Component 1: Enhancing the capacity of the regulator
- Policy making and implementation capacity of the civil aviation authorities is enhanced;
- Implementation of an harmonised and updated set of regulations;
- Establishment of an improved licensing system (including the necessary equipment procured separately by the EC) for personnel(aircraft maintenance engineers, flight crew, and air traffic control officers);
- Implementation of Safety Culture and Safety Management Systems (SMS) across the sector;
- Operational and sustainable DGCA Training Academy;
- Adoption of procedures based on international best practices in existing/new departments within DGCA;
- Coordination and involvement of the European Aviation Safety Agency and the EU National Aviation Authorities into project activities.
Component 2: Increasing skills and awareness in the civil aviation sector
- Realise Initial Need Analysis for a) the implementation of a comprehensive training package for the aviation sector in India b) an environmental pilot project and c) the creation and/or development of a Master Course in Civil Aviation Management ;
- Assisting the European Commission (EC) in the drafting of all relevant documents for Calls of Proposal;
- Assisting the EC in the screening for eligibility and technical merit of the proposals received;
- Supervising and coordinating the various components of the overall programme thereby ensuring that the overall programme's goal is achieved.
From January 2010 the Human Dynamics team will be providing services, for 14 months, to the Croatian Employment Service through the EC financed project on “Fostering effective inclusion of persons with disabilities into the labour market”.
The project will promote social inclusion of persons with disabilities as well as their integration into the labour market. As a result, the employability of persons with disabilities will be increased. Furthermore, assistance to accessing the labour market through developing active labour market measures (ALMM) on the regional level will be facilitated.
The specific objectives of the project are:
- Strengthening the capacities of the local stakeholders to address and solve problems of persons with disabilities in accessing the labour market (Component 1);
- Strengthening Labour Market (LM) agents in providing diverse techniques in promoting and supporting employment of the persons with disabilities (Component 2);
- Designing and operating a One-stop-shop for information (a national web portal) and other services to unemployed persons with disabilities along with a public awareness campaign on promoting employability of persons with disabilities (Component 3).
The envisaged results are as follows:
Component 1:
- Identifying the needs and current conditions of persons with disabilities in a comprehensive study covering all counties;
- Preparing action plans for the employment of disabled people in eight counties;
- Ensuring monitoring and evaluating processes supported by a manual to continually assess progress regarding their achievement.
Component 2:
- Developing a range of quality services to enable the disabled to enter the labour market and seek employment as well as to assist and educate employers in employing person with disability.
Component 3:
- Launching a public awareness campaign (a national web portal) to provide information and other services to unemployed persons with disabilities.
Human Dynamics has been working, since 2009, for the Council of Justice and Judicial Department in Armenia. This World Bank financed project will run until May 2010.
Overall objective of the project is to provide technical assistance and advice to the Council of Justice (CoJ) and Judicial Department (JD) in development of tools and mechanisms for evaluation, promotion and disciplining of judges.
Through the project the Council of Justice in Armenia will be supported in:

Human Dynamics is working for the Tajik Tax Committee and its Business Registration Department in further developing a One Stop Shop service through a EU financed Lot 10 framework contract (Support to Industry/Commerce/Services).
The overall objective is to assist the capacity building and human resource development of the newly-formed Business Registration Department of the Tax Committee and to ensure its ability to sustain and develop further the One Stop Shop service (OSS) for business registration. A key task is to help the Tax Committee to further consolidate its service portfolio, while strengthening the Registration Department to sustain and further improve the OSS system.
Specific Objectives:
- Providing an organisational capability assessment of the Registration Department including its structures, systems, staff skills, resources and performance as well as identifying its strengths and weaknesses.
- Analysing tasks that need to be performed for the Department to function efficiently and examining the use of management information and the extent to which a “Quality Management” approach exists.
- Developing and delivering a communication strategy for One Stop Shop users, Tax Committee partners and stakeholders within government (especially Agencies of Statistics and Pensions), as well as for the wider business and donor community. Furthermore, developing a web site strategy to be used as a major information.
- Compiling a study on estimating the operational impact of the OSS on the Tajikistan economy by using key indicators (e.g. GDP, public sector net income) as well as illustrating how the financing requirements of running and developing the OSS system impact the net economic profit. Furthermore, integrating practical methods of impact assessment (including Regulatory Impact Assessment) into the Registration Department’s management processes.
- Assisting the Registration Department to develop new capabilities; addressing weaknesses and building strengths to enable it to better contribute to on-going strategic thinking on how to best develop the OSS through adapting to the actual operational realities of the OSS system.
- Ensuring that the Registration Department will become an effective vehicle for the practical delivery of the One Stop Shop function within the Tax Committee, including strengthening its ability to operate as the key organisational mechanism for implementing change.
Human Dynamics has been awarded a Lot 10 framework contract (Support to Industry/Commerce/Services) regarding “Technical support for addressing economic development in the implementation of the 10th EDF programmes in Mozambique”.
Global objective:
Inform and help the decision-making process of the Government regarding important economic and private sector development issues to promote sound economic development while ensuring a better integration of priorities of the 10th EDF programme in Mozambique.
Specific objectives:
- With respect to private sector development and trade, provide an up to date analysis of the situation in Mozambique and recommendations in line with the EU-Mozambique Cooperation.
- Provide political and economic analysis on key economic development issues to better address needed reforms and establish sound development projects, including issues such as access to credit and Public Private Partnerships (PPP).

The Human Dynamics Team continues working for the Romanian School of Clerks. Building on the successful outputs from previous phases this 6 month EU financed project will focus on the consolidation of institutional capacity of the National School of Clerks.
The project, which builds upon previous technical assistance projects to support the National School of Clerks, has been designed to support the efforts to enhance professional standards in court management and thus contribute to reform the judiciary in Romania. The overall project objective aims to improve the quality of the act of justice and access to justice.
The specific project objectives include:
- Strengthening the institutional development of the National Schools of Clerks (NSC) so that it can carry out its training tasks for Romanian judiciary clerks;
- Increasing public access to information from courts and prosecutor’s offices.
The envisaged results are as follows:
- Improving clerks’ role in ensuring and guaranteeing access of the public to information from the judicial system;
- Elaborating theoretical and practical guidelines for clerks working at courts and prosecutors offices;
- Providing training for court and prosecutors office clerks in specialised fields, thereby ensuring transparency of legal decisions as well as unification of practice.
Human Dynamics will be consulting for the “Agriculture Enterprise Development Programme in Grenada” through an one month EU Lot 10 Framework Contract (Support to Industry/Commerce/Services).
The overall objective is to promote rural economic development and diversification by improving access to credit for agricultural rural enterprises in Grenada.
The specific objectives of the programme are to:
i) Create a sustainable and enabling environment for rural businesses;
ii) Strengthen credit institutions in ways that will enable them to increase the level of credit that they extend to agribusinesses and improve their own profitability;
iii) Provide technical support to agricultural entrepreneurs in ways that will enable them to meet the lending requirements of the credit institutions and improve the success of their venture;
iv) Identify and implement information technology platforms that will enhance the sharing of agricultural knowledge and facilitate agricultural commodities trading.
The expected results are:
- All credit institutions are exposed to best practice methods for lending to the agricultural sector;
- Credit institutions are facilitated in implementing financing programmes for the agricultural sector;
- The ratio of agricultural to personal credit extended by credit institutions is increased;
- Enhanced success rate of agricultural financing programmes implemented by credit institutions;
- Viable strategic alliances are forged between the credit institutions and other economic development agencies and associations to improve access to credit;
- Training and capacity building are provided to credit institutions to develop, deliver and manage credit facilities for agricultural enterprises development in particular;
- Identification and installation of an information technology platform (hardware and software) which will link programs of the Ministry, financial institutions and buyers of agricultural commodities with farmer;
- The flow of credit to agricultural enterprises by credit institutions is increased;
- The flow of credit to specially targeted socially vulnerable groups such as youth and women agricultural entrepreneurs is increased.
Human Dynamics is working for the Croatian Ministry of Science, Education and Sports. The EU financed Project “Science and Innovation Investment Fund” will begin in December 2009 and last for 30 months.
The Regional Competitiveness Operational Programme 2007 – 2013 envisages a grant scheme “Science and Innovation Investment Fund” (SIIF) the objectives of which are to support the creation of value from research results and IPR, and to build technology transfer and commercialisation capacities of Higher Education Institutions (HEI) and Public Research Organisations (PRO) in Croatia. The grants aim to finance the development of infrastructural capacities in HEI and PRO, commercialisation activities, partnerships in science and industry, and programmes for effective networking and communication.
The aim of this project is the provision of assistance to potential grant beneficiaries (grantees), in project preparation and implementation. It will also ensure further capacity of the academic society in the field of technology transfer and knowledge transfer, and create partnerships between HEI/PRO and the private sector, ultimately enhancing the overall competitiveness of the Croatian Economy, in line with the Lisbon priorities and the EC Community Strategic Guidelines.
The envisaged results are as follows:
- Enhancing general knowledge on technology transfer for the commercialisation of research results and its impact on regional development to the HEI and PRO;
- Fostering cooperation between HEI and PRO and increasing general knowledge on cooperation possibilities;
- Increasing capacities and knowledge of the final beneficiaries for both project pipeline preparation and implementation;
- Improving capacities of Ministry of Science, Education and Sport (MSES), HEI and PRO in the fields of science and technology, technology and knowledge transfer practices of short and long-term financing in pre-defined fields (including grant scheme management).
The Human Dynamics team will be working for the former Yugoslav Republic of Macedonia’s Prime Ministers Office and its General Secretariat.
This EC financed project will kick off during November 2009 and work will proceed for 18 months.
The overall objective of the project is to strengthen the capacity of the General Secretariat – Sector for Policy Analysis and Coordination (Unit for Public Administration Reform and Unit for NGO Cooperation) and the inter-ministerial public administration coordination committee in ensuring the continuity of the reform process, by continuously adjusting and developing the administrative system, due to fast changes in modern society and in the EU integration process.
The specific objective of the project is to review and upgrade the PAR strategy and to support the implementation of the Strategy for Cooperation with the Civil Society sector.
More specifically, the objectives of this project are aimed at:
- Strengthening the capacity of the General Secretariat – Sector for Policy Analysis and Coordination (Unit for PAR) and the inter-ministerial public administration coordination body in further developing and coordinating the implementation of the Public Administration Reform Strategy;
- Strengthening the capacity of the General Secretariat – Sector for Policy Analysis and Coordination (Unit for NGO Cooperation) in implementing the Strategy for Cooperation with the Civil Society Sector.
The project will be implemented through the following components:
- Component 1: Capacity building of the General Secretariat – (Unit for PAR) and the inter-ministerial public administration coordination body - to strengthen the further development and coordination of implementation of the Public Administration Reform Strategy;

Starting from September 2009 the Human Dynamics Team will be working for the Armenian Council of Justice and Judicial Departments.
“Technical Assistance and Consulting Services for Institutional Support to Council of Justice and Judicial Department” is a World Bank financed assignment and will be implemented for 8 months.
The Overall Objective of the project is to provide the decision-makers within the judiciary of the Republic of Armenia with a comprehensive recommendation package with sufficient information to consider using the tools, mechanisms and criteria for evaluation, promotion and disciplining of judges.
The project’s main goal and its purpose are to provide the Council of Justice (CoJ), and the Judicial Department with technical assistance and training in order to:
1. Design operating procedures and prepare rules and processes for Council of Justice operations;
2. Design and implement transparent procedures for the professional development of judicial candidates and promotion lists;
3. Develop standard evaluation criteria for judges and evaluation processes;
4. Implement transparent rules and procedures that provide due process for the disciplining of judges.
As of September 2009 Human Dynamics Team will be providing assistance for 24 months to the Judicial Academy in the Republic of Serbia.
The overarching project aim is to reinforce the rule of law and improve the sound functioning of the judiciary, by raising the professional qualifications of legal professionals. The specific purpose is to support and consolidate the JA (Judicial Academy), on the grounds of the existing JTC (Judicial Training Centre), with the provision of technical assistance and programmatic support for specific key activities. The principal aspects include reinforcement of the human resources management, establishing formation programmes for Candidate Judges and Prosecutors and improvement of the information management systems.
Three major components will be addressed:
-
Component 1: places emphasis on the design and implementation of a strategic planning programme that provides direction on specified subjects including institutional objectives, human resources management and financing and budgeting operations. Human Dynamics will provide assistance in the implementation of work plans set out by the strategic planning programme. Furthermore it will provide guidance in establishing a business re-engineering plan to enable the refocusing of the appropriate business and management practices to strengthen the institutional structure, organisation and management of the JA.

Component 2: focuses on the Initial Professional Formation for Candidate Judges and Prosecutors. A key aspect is the creation of a European Union Law Focal Point, which is to be structured as a separate entity, and which will provide European Union Law training to Candidate Judges and Prosecutors. The main objective will be to widen the scope of this unit to organise conferences, internships and publications on subjects relevant to European Law and to Serbia’s integration to the EU for the judiciary. An electronic library of legal information shall be created with appropriate structures, policies and procedures and passwords. This electronic library will include key learning tools enhancing the reputation of the JA as a main leaning source on the Serbian legal system.

Component 3: has a twofold focus: (i) improving and expanding the monitoring and evaluating systems and (ii) improving the Information Management systems. In terms of monitoring and evaluating systems, a system will be designed to contain all the information relating to the Instructors at the JA, as well as to evaluate the performance of the institutions taking interns and the performance of Candidate Judges and Prosecutors. The improvement of the Information Management systems involves the creation of standardised records management systems for Instructors, Candidate Judges and Prosecutors.
During September 2009 the Human Dynamics Team is kicking off its 18 month EU financed Project on “Technical Assistance for further strengthening of Border Control” in the Former Yugoslav Republic of Macedonia.
The project will address 3 major components:

Component 1: Border Control Administration – The general approach in this Component is one of review, evaluation, assessment and/or reporting of recommendations or strategies in relation to differing aspects of the administration of the Customs border control activities.

Component 2: Border Control Training and Public Relations – In respect of the MCA’s (Macedonian Customs Administration) Strategic Plan for 2008-2010 the reform of the training system is one of the objectives of the key priority of modernising the Customs Administration. A further objective identified to fulfil this overall key priority is “Enhancing the Public Image of the Customs Administration”. The activities foreseen in this Component will assist the MCA in achieving these objectives.

Component 3: Border Control Equipment – Both the MCA and international donors have already invested a large amount of funds in acquiring modern technical equipment, particularly the purchase of four mobile scanners and the establishment of a drugs-dog unit, so an assessment of the current use and identification of how such equipment can be used more effectively and efficiently is essential, as is the identification of further equipment to acquire or facilities that should be improved in a cost-efficient manner. This will be achieved by various activities to be implemented.
From September 2009 the Human Dynamics Team will work for the Ministry of Economic Development of Azerbaijan and its Programme Administration Office (PAO) through an 24 months EC financed contract on “Implementation of Twinning, Taiex & Sigma operations in Azerbaijan”.
The overall objective of the project is to support the capacity of Azerbaijan to make the best use of EU assistance and in particular of the Institutional Twinning, TAIEX and SIGMA instruments.
Implementation of the Project will concentrate on three major components:

Component 1: will deal with the organisation and development of awareness raising activities, such as the regular updating and maintenance of the website, the distribution of quarterly newsletters and the constant updating of potential Twinning beneficiary institutions with regards to the implementation of Twinning, TAIEX and SIGMA operations. The ultimate objective of this project is to raise sufficient awareness of this EC assistance programme within the Azerbaijani line Ministries so as to make them better use these instruments, contributing to the implementation of the objectives set in the ENP Azerbaijan Action Plan, the PCA and the National Indicative Programme. The implementation of the other two components heavily depends on the success achieved in this crucial aspect of raising awareness.

Component 2: puts particular emphasis on the Twinning procedures and the provision of regular advice and support to the stakeholders involved in the Twinning procedure, from project identification to projects completion. In order to achieve this objective, constant communication will be held with stakeholders, as well as organising several working groups, each including a main aspect of the Twinning procedure, and the efficient follow-up of the main activities. Every activity establishing best practices will be documented and set in a manual so as to contribute towards the establishment of the PAO’s “institutional memory”. This Component is crucial to assist line Ministries in the identification of possible Twinning projects and in the effective development of project requests. The hands-on approach envisaged within the activities undertaken, will establish a more focused and successful learning process.

Component 3: will focus on the training activities to be provided to the PAO staff and to the Twinning projects beneficiary. It will run in parallel to the other Components and determine objectives which are related to mainly Component 2. There are two main activities within Component 3: (i) the provision of general training and (ii) the establishment of specific training activities, specifically with regards to the Twinning cycle. This could include a study visit either to an EU Member State or to a country which is part of the ENP region so that best practice can be transferred.
From September 2009 the Human Dynamics Team will be working for the Former Yugoslav Republic of Macedonia and its Ministry of Finance and Customs Administration.
The 18 month EU financed project will focus on: "Technical Assistance for Further Alignment of Legislation with the acquis communautaire in the Field of Customs".
The overall project objective is to support the reform process undertaken by the former Yugoslav Republic of Macedonia, by achieving further alignment of the customs legislation with the acquis communautaire and strengthening the administrative capacity of Macedonian Customs Administration (MCA) to meet relevant EU requirements.
The project purpose is the harmonisation of customs legislation along European Union (EU) legislation in order “to establish a sound and modern legal foundation for the Customs business” in the former Yugoslav Republic of Macedonia.
That purpose is to be accomplished by:

Providing a gap analysis of the actual needs, taking into considerations the current state of affairs in the sector;
-
Assisting the Ministry of Finance and the MCA in preparing the draft customs legislation necessary for further alignment with the acquis communautaire, based on the gap analysis;
-
Delivering the supporting activities as described in the Terms of Reference.
The Results to be achieved are briefly defined as follows:

A thorough assessment of the situation in the field of customs legislation, resulting in an accurate gap analysis, by comparing in detail the MCA’s current status with the requirements of the acquis communautaire and establishing an action plan identifying the necessary provisions yet to be introduced or aligned;

A set of draft legislation, harmonised with the EU legislation, to be introduced into the national legal framework;
-
A set of procedures and standards to be established in line with best practices, acquis communautaire and the Revised Kyoto Convention;

A training programme developed for the MCA staff, relating to the newly developed legislation, including relevant study visits to selected Member States institutions;
-
Full acquaintance of MCA managing staff with the EC standards, by mentoring and coaching on theoretical issues and best practices;

Raised public awareness of the new role of the MCA according to EU standards;

Two conferences or workshops organised with participation of the public and the relevant stakeholders highlighting the new role of the MCA according to EU standards.
Human Dynamics is working for the Government of St. Lucia providing Technical Assistance and Capacity Building for Rural Credit Institutions through a Lot 10 framework contract (Support to Industry/Commerce/Services).
The Human Dynamics Team will provide services from July until November 2009.
The overall objective of the PSDP (Private Sector Development Programme) is to accelerate the pace of economic diversification and growth. Specific measures include: improving the business environment, enhancing the quality of technical and managerial skills of the labour market, providing support to firms/entrepreneurs and industry associations in product/service development. Furthermore, marketing and modernization of Information Communication Technology. Consequently under the Special Framework of Assistance (SFA) 2002, the EU is providing financial assistance for the establishment of a Rural Credit Facility called Restoring Economic Strength to our Rural Enterprises (RESTORE Programme).
The expected results are:

Exposing rural credit institutions to best practice methods for business lending in general and micro and small enterprise financing in particular;

Rural credit institutions are facilitated in implementing business financing /micro and small business lending programmes;

The Human Dynamics Team will be working for the Bosnian Institute of Metrology.
This 18 month EU financed Project on „Strengthening of the Metrology System in Bosnia and Herzegovina“ will kick off during June 2009.
The overall objective is to further develop the quality infrastructure in Bosnia and Herzegovina (BiH), in line with the provisions of the Stabilisation and Association Agreement (SAA), and to create an enabling environment for the BiH industries and manufactures to improve their trade and industrial relations with the EU and international markets.
The project aims at developing a distributed metrology system according to existing models found in EU Member States, harmonising current national metrology infrastructure according to internationally recognized quality metrology services. Moreover, to start preparing the Institute of Metrology of Bosnia and Herzegovina for future membership in EURAMET, EUROCHEM, WELMEC, OIML and Meter Convention.
The results to be achieved are inter alias:

Improved legislation framework in order to meet requirements for harmonization with EU legislation.

Improved national metrology infrastructure in order to meet requirements of best practice EU laboratories.

Enhancing the Institute of Metrology of Bosnia and Herzegovina for future integration in related European and international metrology organizations (EURAMET, EUROCHEM, WELMEC, OIML and Meter Convention).
Human Dynamics was awarded the “Training on Financial and Contractual Procedures in the Framework of the 10th European Development Fund (EDF) – Brussels and ACP Countries”. The EU financed project will be launched during May 2009 and run for 48 months until May 2013.
This project will provide training to enable National Authorising Officers (NAOs) and Regional Authorising Officers (RAOs), the ACP Secretariat staff as well as EC staff to better understand the main functioning of the 10th EDF, and consequently how to make full use of its financing resources.
In order to achieve this goal the project will implement four main Training Modules:

During May 2009 the Human Dynamics Team is kicking off its 30 month EU financed Project on „Capacity Building in Support of Rule of Law” in Georgia.
The overall objective of the project is to support the Georgian Ministry of Justice in conducting and implementing the criminal justice reform programme, reforming the probation system and establishing a legal aid department. In order to achieve this goal the project will implement a series of activities combined to form two major components:
Component 1: Capacity Building in the Ministry of Justice to ensure implementation of the Strategy of the Reform of the Criminal Legislation of Georgia:

Strengthen the capacity of Ministry to coordinate and implement on behalf of the government criminal justice reform in Georgia: an Action Plan will be prepared, training activities designed and conducted and an awareness raising campaign will be conducted to inform the public about the priorities and objectives of the criminal justice reform

Develop the Legal Aid Service: set up and coordinate free legal aid clinics, ensure the training and accreditation of legal aid providers, build the capacities of the legal aid department and raise awareness of the public about the possibility of obtain free legal aid.
Component 2: Strengthen capacities of the Ministry of Justice to implement international obligations

Strengthen the capacities of the international legal relations departments of the MOJ, namely the Service of Representation of the State before the ECHR, Public International Law Department, and Private International Law Department,

Human Dynamics is working for the Ministry of Finance’s Tax Administration in Serbia. The Human Dynamics Team will kick off operations during April 2009 and will provide services for 24 months until 2011.
The overall objective of the project is to improve the service delivery of the Tax Administration by encouraging transparency of the Tax Administration’s work and to ensure equal treatment to all taxpayers. In order to achieve this goal the project will implement the following activities for establishing a Tax Administration Contact Centre:

Implementation of the technical equipment regarding the Contact Centre for effective implementation of processes and business rules;

Development and implementation of the Contact Centre processes and business rules using the channels of telephone, e-mail and face to face consultations;

Assist the Tax Administration in developing strategies and execution of the external as well as internal communication regarding taxpayers;

Assist the Tax Administration in developing and execution of training programs for all staff of the Contact Centre;

Assist the Tax Administration in the implementation of the Contact Centre equipment for the education centre and the sector for tax-legal affairs;

Assist the Tax Administration in developing and implementation of the content database structure;

To provide assistance in the development and implementation of the Tax Accounting System and the Taxpayer Registration System;

To monitor and verify the delivered technical equipment regarding the specifications described in the tender contracts;

To improve the image of the Serbian Tax Administration by providing reliable and up to date information to taxpayers;

Making available the Contact Centre’s content database to other offices in the Tax Administration ensuring streamlined information will be given to taxpayers.
