Framework Contracts

Human Dynamics participation in the Framework contracts LOT 10 Support to Trade, Standards and Private sector in 2009 and 2010.

During the previous phase of the EU LOT 10 Framework contracts (2005-2009), Human Dynamics managed numerous assignments in North and West Africa, Central and South Asia, the Pacific and the Caribbean region with project budgets exceeding EUR 650 000. Following its results-driven and quality-focused approach Human Dynamics delivered high quality assistance and capacity building services to public and private institutions in the areas of trade and private sector development, microfinance and micro-crediting, tourism, etc.

In September 2009, Human Dynamics in consortium with lead partner Ecorys, was selected again as framework contractor for the new phase of LOT 10 Framework contracts covering 2009-2013. Since September 2009, Human Dynamics won and currently manage LOT 10 assignments worth over 250 000 EUR.  Moreover, of all experts recruited for the consortium awarded projects, 60% are experts contracted by Human Dynamics.  
With the implementation of the new LOT 10 contracts we will continue to increase our expertise in the area of trade standards and private sector as well as the quality of service delivery to our clients.

Furthermore, our objective for 2010 will witness an increase of participation in other LOTs, which offer strong complementarities regarding our technical expertise.  These include LOT 7 (Governance and Home Affairs) and LOT 11 (Macro economy, Statistics and Public finance management), where we will provide assistance to the consortia and companies already selected as framework contractors by the European Union.

 

As of January 2010 Human Dynamics is providing services under lot 10: Trade and Private Sector through the EC’s latest cycle of framework contracts.

A brief introduction to the EC Framework Contract Beneficiaries (FwC): 

  • The objective of the Framework Contract Beneficiaries is to provide short-term operational services, on a needs basis, for the exclusive benefit of third countries receiving external aid (Central and Eastern Europe, Balkans, New Independent States, Latin America, Asia and Mediterranean countries, Africa, the Caribbean and the Pacific countries). Inputs required relate to various areas of expertise, which are divided into 12 Lots;
  • The pre-qualification for the Framework Contract will be concluded with several successful tenderers per Lot. For each individual assignment, several Framework contractors within the relevant Lot (minimum 4) will be invited to submit an offer. The Contracting authority will choose the offer with the best value for money for the assignment on the basis of the quality of the technical offer and the price of the services;
  • The Framework contractors are obliged to prepare an offer within 14 days after receipt of the request, including a team of key experts, possibly a prospective methodology for the implementation of the project together with a financial proposal;
  • FwC assignments apply only to contracts for a financial value of below €200,000. The European Commission acts as Contracting Authority.
