Justice for all: enhancing accessibility, fighting impunity (EPJUST II)

Promoting justice within disadvantaged and poor communities. Building capacity to deliver justice

Human Dynamics, as consortium leader, has been engaged to address key obstacles to access to justice and enforceability of the law in the Philippines, so as to promote equitable access to justice and its efficient enforcement for all citizens of the Philippines, in particular, the poor, disadvantaged and vulnerable people.

The programme addresses both the ‘demand’ side — to enhance pursuit of justice among rights-holders, and the ‘supply’ — to enhance the capacities of  duty-bearers to respect, protect and realise their obligations to deliver justice.

A key focus of our work has been to increase the ability of those poor and disadvantaged to access justice through the Access to Justice Networks; to educate these groups about their legal rights; to increase the use of Alternative Dispute Resolution (ADR); to develop a cadre of paralegals to provide legal assistance to certain groups; to train justice sector actors in access to justice issues and to instill sensitivity in these actors about the legal problems of the poor and disadvantaged; and to codify the customary law and jurisprudence of indigenous populations.

Additionally, our team have been working to enhance the capacity of the Philippines Criminal Justice System to deal with EJK (Extra Judicial Killings) and ED (Enforced Disappearance) cases: including by raising the national standard of witness protection. Nationwide, the monitoring and investigation of such cases is the responsibility of a specific Philippine National Police Task Force — the DIDM/TFUSIG.
