Improving the effectiveness of governmental spending and financial planning

In Lebanon, Human Dynamics led an international consortium to implement the project Support to Public Finance Management Reform to the Government of Lebanon. This project delivered on the overall objective of improving Public Finance Management and accountability. We worked with three key beneficiaries in Lebanon: the Ministry of Finance, the Ministry of Education and Higher Education, and the Central Administration of Statistics.

The main areas of focus for our team were to improve the capabilities of the three organisations through: improving sector policy planning and budgeting, with the aim to develop a medium-term expenditure framework – the basis for effective forward planning for government departments – and a cash planning tool for the Education Sector; enabling the provision of better PFM and macro data in the National Accounts system and PFM aggregates; the development of a strategic economic and financial management Decision Support Tools, which included the development of an integrated and comprehensive economic and financial model for the purpose of supporting key MoF decisions; and improvements in the IT system of the MoF.
