Creating a sustainable financial basis for the higher education sector

Through the project “Reform of Higher Education Financing in Bosnia and Herzegovina”, Human Dynamics worked to create an efficient, effective and solid higher education system in Bosnia and Herzegovina in line with European best practice and standards.

The project strived to improve and modernise the system of financing of higher education in BiH to one which is economically sustainable and efficient. This involved early identification of the systemic problems that made the pre-existing system unsustainable, including a focus on the costs being borne by ministries and universities for students from outside their boundaries.

Partnering with the beneficiary, the Ministry of Civil Affairs, our Consortium enabled the adoption of baseline coverage of per-student/study programme costing in all public universities in BiH.  The embracing of activity-based costing as a methodology involved training and installation of the Activity Based Costing Computer software. The end result was that each university had a core cadre of staff who were fully trained in the application of activity-based costing, which has enabled the collection of a critical mass of data.  This has laid the foundation for the adoption of output-based analysis and criteria-based budgeting that can be built upon.
