Project description

The objective of this long-term technical assistance contract is to contribute to efficient and effective programming and implementation of EU funded projects and programmes by the NAO. This will be achieved through the placement of a team of long-term technical assistants (3 or 4 key experts) and short-term non-key experts in the NAO office. The technical assistance team, working in conjunction with the relevant line Ministries, will ensure smooth progress in the tendering and contracting of services, supply, works and grant contracts for EU-financed projects. They will also ensure transparent, timely and accountable administration of the project portfolio, including the efficient handling of tender processes, calls for proposals, contract management and payment requests.

It is expected that an efficient and capable technical assistance team will deliver the following results:

  1. Strengthened capacity of Government and in particular the NAO and the corresponding line Ministries, in relation to the implementation of EU funded cooperation.
  2. Timely and effective implementation of the EU funded programmes, including more coherent, inclusive and informed approach to development, regional integration and trade issues.
