Qualifications and skills

A Post-graduate Degree in the Social Sciences/Humanities, International Development or equivalent domains;
Fluency in written and spoken English.

General professional experience

Preferably 15 years of relevant professional experience with a minimum of 10 years required;
Experience within the public and/or civic sectors;
Experience in project management
Extensive experience of EDF and/or EU procedures is mandatory;
Conceptual and analytical skills on public policy and public administration;
Excellent communication (verbal and written) skills, including ability to prepare reports and conduct presentations with high level stakeholders;
Excellent interpersonal skills, ability to perform efficiently under pressure and tight deadlines.

Specific professional experience

At least 10 years’ experience in macro-level management of development cooperation
At least 7 years’ experience in public sector environments with a focus on organisational development/capacity building and project management of which at least the last 5 years in developing countries. Specific experience in the SADC region will be an advantage
Experience around the management/implementation of professional development would be advantageous;
An understanding of monitoring and evaluation frameworks would be an asset.
